On May 20th, James Barnes, a former Baylor University student, discovered two dead cats hanging from Waco utility lines. Shocked and appalled by the sight, Barnes decided to take legal action.

It is alleged that he killed the cats with a pellet gun and recorded himself throwing the cats over the line.
